APPLYING FOR HOUSING

Housing applications are available every Tuesday between the hours of 10:00 A.M. and 3:00 P.M. Applications are accepted providing the applicant passes a credit and criminal background check, and expresses a willingness to contribute to the success of Mutual Housing.

The applicant shall convey any changes to the information on the original application, i.e., changes in contact information, family composition, and income, prior to being interviewed by the Board of Trustees.

PRIORITY APPLICATION

When criteria to extend a priority have been fulfilled, applicants may complete the application process by submitting the following:

AFFIDAVIT TO EXTEND PRIORITY: A family member must complete the following in order to extend a priority to a designated relative.

  • Lived in their unit for 18 months.
  • Be a member in good standing (Remitting their regular monthly payments, assessments or fees in a timely manner).*
  • Submitted to management signed “Record of Meeting Attendance”.

*In the event a $50 Administrative Charge is assessed, the eighteen (18) month requirement shall commence from the date of the last Administrative Charge.

There is no charge to file the first (1st) application for housing. Each subsequent application shall be charged a REAPPLICATION FEE OF $50.

 

AUTHORITY TO RELEASE INFORMATION: Each applicant shall execute an authorization for release of employment records on behalf of Winfield Mutual Housing Corporation through its agents, to conduct an appropriate background investigation and prepare a consumer report or investigative consumer report which may be used as a factor in determining eligibility for employment promotion or retention as governed by the Fair Credit Reporting Act Public Law 91-508. The report may include information from personal interviews about character, general reputation, personal characteristics and mode of living as well as public and private sources including but not limited to the acquisition of employment records, school records, driving records or abstracts, etc.

 

CONSENT TO ALLOW CREDIT SEARCH: Each applicant is required to pay a non-refundable credit search fee and execute a consent to allow the Winfield Mutual Housing corporation, its servants, agents and or employees to obtain and verify personal information, including but not limited to credit, for the purpose of determining eligibility to become a member of the Winfield Mutual Housing Corporation. The signed, dated and notarized release/authorization is valid for one year. The Winfield Mutual Housing Corporation, its servants, agents and or employees will be obtaining all credit information and performing a complete credit search. The applicant further agrees to hold harmless the Winfield Mutual Housing Corporation, its servants, agents and or employees in its use of the obtained information as well as its utilization in determining eligibility to become a member of the Winfield Mutual Housing Corporation.

Copy of driver’s license (address must be applicant’s current home address).

Birth Certificate must have raised seal of issuing agency and names of both parents.

Marriage Certificate if name changed.

W-2 form, pension, social security and/or pay stubs for last two (2) months.

$49.00 check payable to Winfield Mutual Housing Corp. for credit/criminal check.

Proof of citizenship (if applicable).

NON PRIORITY – APPLYING FOR HOUSING

As noted previously, all housing applications are available every Tuesday between the hours of 10:00 A.M. and 3:00 P.M. At this time the prospective applicant only fills out the application. Applicants are placed in sequential order on a waiting list to be placed on the housing list. After you have completed the application, you will be assigned the next number under the unit type you selected. When we get closer to the assigned number, you will be sent a letter asking you to come in and update your application*. In the letter we will ask you to bring in supporting documentation to clarify who you are and your current financial situation**. A credit and criminal check will be performed to see if you qualify to move into the community. When all the criteria have been met, you will be asked to appear before the Board of Trustees at their monthly meeting where your application for housing will be approved. Your number will then be posted on our bulletin board and you will wait for the next available unit to be offered to you.

*Note: If you move or change your phone number please be sure to notify the office. If we send you a letter and don’t hear from you, the application will be cancelled.

** Supporting Documentation: Copy of driver’s license; Birth Certificate; Marriage Certificate (if name changed); W-2 form, pension, social security and/or pay stubs for last two (2) months; $49.00 check payable to Winfield Mutual Housing Corp. for credit/criminal check; Proof of citizenship if not born in the United States.

TRANSFER ELIGIBILITY

To be eligible to file a transfer application, the following criteria must be met:

  • Member shall have occupied the dwelling for a minimum of eighteen (18) months.
  • Remitted their monthly payments on time during the previous eighteen (18) month period and complied with their contractual obligations during this period.
  • Have paid Equity in full.
  • Submitted signed Record of Meeting Attendance Form to the office.
  • Payment of $75 Transfer Fee.
  • Preliminary inspection of current unit within five (5) business days to insure the current unit is in suitable condition for member to transfer.
    Approval by the Membership Selection Committee.

VACATE

A member is required to give thirty (30) days’ notice of their intent to vacate the dwelling.The member pays a $75 Vacate Fee and signs a vacate notice. Upon execution of same, the member acknowledges and agrees that the Mutual Ownership Contract isterminated immediately and the premises vacated within thirty (30) days.

VACATE PROCEDURE

VACATE NOTICE: Member signs Vacate Notice at the Office 30 days before moving.

INSPECTION: Manager makes a preliminary inspection and dwelling is offered to the new member who shall be allowed to see the interior.

NOTIFICATION: Vacating member is notified of work to be done to place the dwelling in suitable condition for the next occupant.

KEYS: Upon vacating the dwelling the member returns keys to the office. Failure to vacate dwelling and return keys within 30 days will result in a penalty equal to DOUBLE THE PER DIEM CHARGE being assessed for each day in excess of 30.

FINAL INSPECTION: Maintenance Superintendent makes a final inspection.

OCCUPANCY STANDARD: Any work performed by corporation personnel, to place the dwelling in suitable condition for another occupant, will be charged to the vacating member’s account and deducted from the final equity settlement.
